About Sancon Commissioning

Sancon Commissioning has provided commissioning, startup, and operational readiness services for large industrial project for 20 years throughout North America.   With our continued expansion into the utility-scale power generation facilities across North America, we are seeking an experienced commissioning professional with a proven background in utility power generation and gas turbine facilities to support our continued growth.

This position offers the opportunity to contribute throughout the complete project lifecycle—from proposal development and planning through commissioning, startup, and project completion.

Position Summary

The successful candidate will provide technical leadership in the development, planning, and execution of utility-scale power generation commissioning projects. This role combines technical expertise, business development support, project planning, and field execution.

The successful candidate will work closely with Sancon's sales, estimating, planning, and project execution teams, as well as clients, EPC contractors, equipment vendors, and plant owners.

Travel throughout Canada and the United States will be required, along with the flexibility to work remotely when project requirements permit.


Key Responsibilities

The successful candidate will be expected to perform the following duties:

Business Development & Technical Sales Support

  • Support the Sales Team by providing technical expertise during business development activities.
  • Participate in client meetings, technical presentations, and proposal review meetings.
  • Assist in identifying technical solutions that align with client requirements.
  • Contribute to the continued growth and expansion of Sancon Commissioning's service offerings and client relationships.

Estimating & Project Planning

Working closely with the Estimation & Planning Manager, the successful candidate will:

  • Assist in the preparation of technical proposals and bid submissions.
  • Review project scope and contract documents.
  • Support development of commissioning execution strategies.
  • Develop commissioning sequences.
  • Assist with preparation of commissioning schedules.
  • Review and develop commissioning procedures and test documentation.
  • Participate in project risk reviews and constructability assessments.

Project Execution

Upon award of projects, the successful candidate will participate in project execution by acting as either:

  • Subject Matter Expert (SME)
  • Commissioning and Start-Up (CSU) Manager
  • Senior Commissioning Engineer

Responsibilities include:

  • Leading commissioning activities from mechanical completion through commercial operation.
  • Coordinating commissioning teams and subcontractors.
  • Managing client interfaces.
  • Supporting system turnover and completions management.
  • Directing commissioning planning and execution.
  • Supporting startup activities.
  • Oversee project controls.
  • Managing commissioning documentation.
  • Supporting performance testing and project closeout.
  • Providing technical troubleshooting during startup and commissioning.

Required Qualifications

Applicants must possess:

  • Bachelor's Degree in Engineering (Electrical, Mechanical, Power Engineering, or related discipline), or an equivalent combination of education and extensive industry experience.
  • Registration as a Professional Engineer (P.Eng.) in a Canadian province or eligibility for registration with the Association of Professional Engineers and Geoscientists of Alberta (APEGA).
  • Minimum 10 years of experience on utility power generation projects.
  • Minimum 5 years of direct commissioning experience on utility-scale power generation facilities.
  • Demonstrated experience commissioning gas turbine power generation facilities.

Position Overview:

The Commissioning Planner / Estimator is responsible for developing detailed commissioning execution plans, preparing accurate labor and cost estimates, coordinating multidisciplinary planning inputs, and ensuring that commissioning activities are fully aligned with construction, engineering, and operations. This dual function role blends technical planning expertise with estimating precision to support safe, efficient, and cost-effective project execution.

Key Responsibilities

1. Planning & Work Preparation

  • Develop commissioning plans, work packs, test packs, and task lists based on system boundaries, project documentation, and client requirements.
  • Generate tag takeoffs and master deliverables lists; maintain system boundary documentation.
  • Populate Mechanical Completion System software with commissioning and startup scope of work.
  • Create dynamic commissioning procedures, pre-commissioning method statements, and activity sequencing for all disciplines.
  • Ensure all commissioning tasks have clearly defined prerequisites, including construction completion, materials, isolation requirements, tools, and vendor support.

2. Scheduling & Coordination

  • Build and maintain commissioning schedules using approved planning tools.
  • Support Project Controls with Primavera P6 schedule development with system sequence direction.
  • Coordinate closely with construction, engineering, operations, and vendors to align readiness and activity timing.
  • Participate in planning meetings, readiness reviews, progress discussions, and workshops.

3. Estimating & Cost Development

  • Prepare accurate labor estimates for commissioning execution, including supervision, craft labor, third-party services, and vendor support.
  • Develop costed budget proposals and commissioning execution cost estimates for internal and client-facing use.
  • Identify cost saving opportunities through procedure optimization, material reviews, long lead spares evaluation, and industry-standard efficiencies.
  • Ensure estimating outputs adhere to Sancon ISO procedures, safety requirements, and project-specific standards.

4. Documentation & Technical Support

  • Maintain document control processes for commissioning procedures, drawings, check sheets, system completion data, and planning files.
  • Support the setup and quality review of systems completion databases.
  • Review client packages, identify clarifications and assumptions, and document planning risks and mitigation strategies.

5. Field Interface & Execution Support

  • Communicate planning changes effectively to field commissioning teams and discipline leads.
  • Participate in FAT activities and coordinate with vendors to ensure proper commissioning support.
  • Provide day today planning and estimating support during execution as required.
  • Support change order development for planning and execution with the project controls group.

6. Tools, Logistics & Material Readiness

  • Assess and plan for tools, equipment, rentals, consumables, and specialty commissioning hardware.
  • Integrate vendor mobilization requirements, long lead commissioning spares, and support personnel into execution plans.
  • Ensure resource planning aligns with schedule requirements and system priorities.

7. Quality, Safety & Compliance

  • Produce all work in accordance with company quality procedures, ISO requirements, and safety guidelines.
  • Maintain a proactive safety mindset, contributing to zero-incident expectations and continuous improvement.
  • Submit safety observations and ensure all planning and estimating deliverables reflect safe work practices.

Qualifications, Experience & Competencies

Technical Skills

Mandatory:

  • Canadian certification of Engineering Technology or Engineering Degree (Preferred Instrumentation)
  • Ability to interpret P&IDs, electrical drawings, instrumentation documents, and system boundaries.
  • Proficiency with planning and documentation tools such as scheduling software, spreadsheets, and completions systems.
  • Beneficial to have an understanding of commissioning, start-up, and system completion practices.
  • Must be legally eligible to work in Canada without a work permit or visa.

Estimating Skills

  • Ability to break down scope into labor categories, task durations, and cost components.

An Instrumentation /Control Technician repairs, maintains, calibrates, adjusts and installs industrial measuring and controlling instrumentation. Ensure the correct operation of equipment to ensure that all equipment and process function as designed. The individual will be responsible to follow clearly defined processes and procedures to test and trouble shoot equipment.

SKILLS AND QUALIFICATIONS:

The applicant must be verse in fundamentals of electrical theory. This knowledge will allow the applicant to apply standard NETA or IEEE testing practices to validate the integrity of electrical equipment.   Testing will involve both low and medium voltage equipment and in minimal applications involving high voltage.  The applicant must be familiar with completing the following tests:

Looking for a Process Operator/engineering professional to perform the duties involved with the safe commissioning and start up of equipment and plant operating systems. The role is also a primary interface with the operations department and the construction group to ensure a smooth and efficient turn over of a project, there is also everyday plant operations to monitor and improve on.
